The National Library of Mexico was finally founded in 1867 after several failed attempts. The first founding decree dates from October 24, 1833 and was sponsored by Valentín Gómez Farías and José María Luis Mora, members of the recently instituted General Office of Public Instruction.

By decree on September 14th, 1857, Ignacio Comonfort dissolved the Royal and Pontifical University, declaring that its building, books, funds and other goods should provide the basis for the establishment of the National Library.

After the overthrow of the Emperor Maximilian and the restoration of the Republic, Benito Juarez decreed on November 30, 1867 the definitive establishment of the National Library in the Temple of San Augustine. In addition to the book collections cited in early decrees, Juarez ordered the entire body of books housed in old convents and the Cathedral library be turned over to the National Library.

By 1914, the National Library had become an appendage of the National Autonomous University of Mexico and, when the latter secured its autonomy in 1929, it was definitively absorbed by the UNAM. The year 1967 saw the foundation of the Bibliographical Research Institute charged with administration and coordination of the National Library, which twelve years later was moved from the Temple of San Augustine to its current home in the University Cultural Center in University City.
